How Does China Customs Verify the Origin of Imported Goods Subject to Anti-dumping and Countervailing Measures?

Chinese importers are required to submit certificates of origin to China Customs when importing goods that are the same as those subject to anti-dumping and countervailing measures.
For goods marked as originating from a country subject to investigation, the importer is required to provide the Customs with invoices from the original manufacturer. If only invoices from the trader can be provided, the invoices must include the original manufacturer’s name and invoice number.
If the importer is unable to provide a certificate of origin and the Customs cannot determine the origin of the goods even after inspection of the goods, the imported goods will be taxed according to the highest anti-dumping and countervailing duties.
